The fourteenth one was Rath.

Iratha (イラサ Iratha), who is in her human name Rei Koshino (十四代 レイ Koshino Rei), is a 18 year old teenage Appoplexian girl from Appoplexia who have been chosen as a Kamen Rider Rath (仮面ライダーラス). She becomes the third Secondary Rider in Season 3.

Energetic, rockstar wannabe Rei is great as a guitar player. She wants nothing more than to play a real live concert at a serious venue.
