If you didn't read the CEL Recon description yet, one of the CEL Recon task is to recon the area and send information to thier main base for the purpose to setting up another CEL base, regardless if the area is populated such as village, they will invade and takeover their land. (Note: I'll try my best to get more background for my sketches but its gonna take some time....)
