"I could've snuck that other Waluigi concept from the short 1994 “Mario vs Wario“ manga, but the space has been settled already.
At least there's this little weird idea. It's not “Fake Mario“ despite the clothing colors and body shape, but “Fake Luigi“. He appeared from a never before heard manga “Detective Mario“, which came in 1987. Unfortunately, only the 2nd volume is available online and preserved though.
This supposedely introduces the idea (although pretty shortsighted) of the “Fake evil imposter Mario Bros“, though it only had Luigi, probably because Mario was already taking the role the main detective solving the cases. Which is why this drawing came into existence. And probably an excuse to draw Wario and Waluigi again.
Waluigi is gonna be having a long way to process all of this.
You could try to read the manga to get the whole thing, even though it's just the 2nd volume. It has got some pretty neat art though, good old vintage japanese art with varying hatching techniques... with Mario Bros.

It's true though. Here's the second volume (?) Super Mario Detective 2 manga (probably the only one that's preserved for now, I looove Internet Archive).
Here's another with that hypothetical Waluigi from the Mario & Wario comic in 1994.
