Is a world were multiple races coexist and thus conflict arises on a regular basis.
Demonfolk, Beastfolk , Forestfolk , Aerials, Humans, Dwarves
For thousands of years one race has been at war with the other.
Either for resources or for whichever reason one race decided to hate the other.
However, at the moment the world is at an unprecedented peace and it has been so for the last 500 years.
The reason is that around the year 2,563 of the imperial calendar, there was a cataclysmic conflict out of comparison to any previous conflict.
Around 500 yrs ago all the races came together and created the Alizthea Accords. There were many rules on how the races were going to interact with each other, but one of the biggest clauses was about how the world was going to handle the essence users or Essentialists. Powerful individuals that could harbor the power of the elements and almost caused the world to end.
As it is with organizations they always need to find someone to take the blame when something goes wrong. In this case they came to the conclusion that essence users were the cause of the war. Since they were really useful in terms of expanding military strength and operational resources for the state that possessed the most Essentialist.
Thus the Regulatory Council of Alizthea for Essentialist or RCAE was formed.
Anyone in the world born as an essence user needs to be registered at the moment of developing the ability. They will be tracked and monitored so that no state can amass more than a certain number of Essentialists in their borders.
