Based on Kahibo's design; Kaidan here is a 9 year old Team Rocket member who joined at an early age, he doesn't go on main Team Rocket missions but does more undercover, reconnaissance work. Since he's young he can bland in easily and what better way to go undercover and use a different color then red.
Based on Destiny 2's Tyrant Shell; TeamRocket has a new Artificial Intelligence. [R.D.I] The Rocket Defense Intelligence. Kaidan calls him 'R-Dee' for short.
