Hunter Blast was created when Nema was still a child, it is her first original technique.
A ki sphere that concentrates all its energy in a single point when hitting the target, is very effective in breaking energy barriers or causing damage to much stronger enemies given the concentration of energy in a small region.
Nema developed this technique to help her parents hunt. Large creatures with high fighting power existed on the planet she and her siblings were born on, the planet Valkyria, and they were exceptionally dangerous.
This technique was created to break armor or the tough skin of these animals, when Nema started being trained by Goku she adapted this technique for combat.
